The Association for Aid to Cambodian Children – Lataste Home (AEC-Lataste Home) is an NGO specializing in the protection and development of children in difficulty in Cambodia. Independent, non-denominational, and apolitical, it has been working since 1998 with its local partner, ADTJK, to support children and their families and promote their autonomy through access to education, healthcare, and culture. More than 700 children in difficulty are supported each year on the ground by a Khmer team, with respect for their culture and dignity.
The Cambodia Project Officer is the representative of headquarters in the field. They act as the liaison between headquarters and the field to ensure the effective use of funds raised by headquarters locally and to provide support to the local team. They work closely with the Cambodian Executive Director in managing the ADTJK. This daily support, delivered with patience and care, aims to empower the local team to gradually achieve greater operational and financial autonomy and responsibility.
The Cambodia project manager works under the authority of the members of the Board of Directors of AEC-Foyer Lataste and in collaboration with the employee at headquarters, to whom he/she reports directly on all his/her activities.
He or she works closely on a daily basis with the Director of ADTJK, with no hierarchical link between the two. He or she also works closely with the ADTJK finance manager.
He also carries out any mission assigned to him by the Board of Directors of AEC-Foyer Lataste and responds to all its requests.
The Cambodia project manager has a dual mission:
I- MISSION TO SUPPORT THE FIELD OPERATIONAL TEAM (ADTJK NGO)
– Advise the Executive Director on team management and decision-making
– To support the Executive Director in his role regarding program management.
– In support of the local team, monitor relations with partners and local authorities and the administrative procedures which allow the proper functioning of the NGO (procedures carried out by the Director of Operations, the President of ADTJK or the secretary-accountant).
– Supporting the team in its empowerment (management of programs and their respective budgets, management of the project cycle, fundraising in Cambodia).
Among other things:
1) Support the team in adopting the project cycle management tools and methods implemented after training by the previous project manager: adapting the program's logical framework, writing an annual report, setting up indicators, evaluating the program…
2) Continue to build a stable information system between field collaborators (shared dropbox).
– Help and support with daily activities managed by the local team (activities and games, library/computer room, evening study, cinema screening, cultural outings and parties…).
– To propose activities during children's free time in collaboration with the relevant people.
– Management of Cambodia-France mail sent twice a year to the association's sponsors: review of the database of sponsored children, assistance in preparing letters, follow-up and sending to sponsors.
– Manage the association's databases (beneficiaries, donors, equipment and construction) and update the data in French, in close collaboration with the local team.
– Manage the liaison records of sponsored children in collaboration with the association's headquarters.
– Supervise the accounting carried out by the secretary-accountant of ADTJK.
– Monitor and control the financial operations and budget managed by each program manager and their compliance with the expected level of detail.
– Prepare quarterly cash requests and communicate them to the association's headquarters.
– To be in charge of financial reporting (quarterly/annual) and financial analysis of financial movements in the field.
– Prepare the N+1 budgets with the local team before the arrival of the association's headquarters.
– Establish the provisional budget of ADTJK in collaboration with the headquarters of AEC-Foyer Lataste (November of each year).
– Supervision of the management of savings accounts and children's pocket money.
II- MISSION OF LIAISON BETWEEN AEC-FOYER LATASTE AND ADTJK
– Communicate twice a month with the association's headquarters (via video conferences and email exchanges)
– To pass on all relevant information to the Board of Directors of AEC-Foyer Lataste (of a decision-making or budgetary nature) and to the employee at headquarters (of an operational nature).
– Prepare for the annual visit from headquarters (work schedule, on-site logistics…).
– To support the Cambodian team, primarily the Director of ADTJK and the Cambodia Communication and Development Officer, in fundraising in Cambodia.
– To be in charge of monitoring and evaluating ongoing projects.
In collaboration with the head office employee, the Cambodian Communication and Development Officer, and the "Communication and Fundraising" assistant on a Civic Service contract:
– Prepare funding applications
– Managing partnership follow-up (contact, reports, etc.)
– Prospect for new partners
– Organize fundraising events in Cambodia
In collaboration with the head office employee, the Cambodian Communication and Development Officer, and the "Communication and Fundraising" assistant on a Civic Service contract:
– Update the communication materials of AEC-Foyer Lataste (brochures, guides, website, Facebook…).
– Keep social media accounts up to date by producing various types of content (video creation, photo reports, etc.)
– Write various articles on field activities for website updates.
– Write the quarterly newsletter «Le Petit Tigre»
– To write reports to donors in English and/or French.
In collaboration with the head office employee:
– To draft the annual internal activity report (October-November)
– Draft the annual report to the landlords in collaboration with the employee at headquarters (January-February).
– In collaboration with the head office employee and the Executive Director of ADTJK: management and supervision of volunteers and Civic Service volunteers on field missions
– Reception and communication with field visitors: partners, visitors, sponsors and donors (preparation before arrival and reception on site).
Training Minimum of a bachelor's degree (or equivalent) in one of the following fields: Development, Humanitarian Action or International Solidarity (Sciences Po, Business School, International Relations, Humanities, Economics and Social Sciences). Experience or training in Education or Childhood Sciences is an asset.
Skills & experience:
– Knowledge and/or experience in project management (project setup, financial monitoring, human resources management, etc.)
– Comprehensive knowledge of the challenges of international solidarity
– Knowledge and/or experience in communication and fundraising
– Expatriate experience (preferably in Asia)
– Proficiency in English, motivation to learn Khmer
– Proficiency in computer tools: Word (automatic table of contents and styles), Excel (pivot tables, conditional formatting, VLOOKUP function). Knowledge of design/communication software (InDesign, Photoshop, etc.) and databases (Access) is a plus; rapid training in these areas is possible upon arrival.
– A category B driving licence is essential
Personal Characteristics:
– Open-mindedness, adaptability and multicultural ease: Ability to listen, to integrate into both teams (France and Cambodia). Ability to delegate, manage cultural differences and adapt to local living conditions (geographical isolation, rural life, food, clothing).
– Communication: knowing how to report any difficulties encountered and share one's emotions.
– Autonomy and dynamism: Being proactive and stimulating teamwork. Being hardworking and able to multitask.
– Self-control: calm and patience.
– Rigor and organizational skills: Possess strong writing skills (producing numerous communication materials and final documents). Be self-critical, diligent, and attentive to the smallest detail.
– Sensitivity to issues concerning childhood and education.
Status International Solidarity Volunteer (VSI)
Contract duration 18 months, including 1 month of handover at the start of the mission and 1 month of training for the next coordinator at the end. The mission may be extended by 6 months if both CAs (France and Cambodia) are approved.
Contract start date: July 1, 2026
Location : In Cambodia, near the city of Sisophon (Northwest) in the village of Khla Kaun Thmei. Frequent travel to major cities in Cambodia (Battambang, Phnom Penh and Siem Reap).
Terms :
– Monthly allowance of 500 euros.
– Room and board provided on the Foyer Lataste site except for breakfast.
– Visa, work permit and insurance covered.
– Round-trip travel France-Cambodia taken care of (booking in agreement with CA France).
– Travel expenses covered by the association as part of the mission and according to the terms described in the association's "general working conditions".
Special feature :
The experience of isolation felt by some coordinators led the association's leaders to open up the possibility of couples coming together. The spouse of the recruited individual will therefore be welcome at the mission site, with accommodation provided and participation in the activities and events of the residence. This arrangement is an ideal option for a spouse who can work remotely and/or has local employment opportunities. The spouse can also develop a volunteer role (French or English lessons, art workshops, photography, and other opportunities depending on their skills).
Working hours and leave:
The Cambodia Project Officer works during office hours (based on a 40-hour work week), but their duties frequently require them to work outside of regular hours and on both Khmer and French public holidays. VSI leave is outlined in both the VSI general terms and conditions and the volunteer's contract with AEC-Foyer Lataste.
