Description of the association
DPAC Fronteira is a Brazilian association specializing in social and health mediation in Oiapoque (Amapá, Brazil). Created in 2009 by volunteers, including health professionals, who wanted to improve health prevention and care in the community, particularly for people living with HIV, with the conviction that this required a cross-border cooperation approach with neighboring French Guiana.
Over the past few years, DPAC has become a recognized player among Brazilian and French institutions thanks to its structuring projects in the field of sexual and reproductive health and rights (SRHR), carried out in particular with the French association IDsanté and/or the University Hospital Center of French Guiana (CHU). Co-financed since 2017 by the European Interreg Amazon Cooperation Funds Programme (PCIA), DPAC has benefited since 2025 from substantial funding from the French Embassy in Brazil and the French Development Agency (AFD). Its impact on the ground has thus been significantly amplified; however, this change in scale necessitates a restructuring, particularly in the administrative and accounting areas, to meet the requirements of demanding international donors.
Project/Mission Description
The responsibilities of the future administrative and finance manager are part of a structured program based around three projects:
- «Oyapock, Cooperation, Health – empowerment» (OCS-E) carried out in partnership with the French association IDsanté, which notably enabled the opening in 2025 of accommodation for women victims of violence at the border
- «The "Oyapock, Cooperation, Health – Access to Care" (OCS-A) project, conducted in partnership with the French association IDsanté and the University Hospital, has led to the creation of an innovative cross-border HIV care pathway.
- «"Oyapock, Cooperation, Health – Legal Abortion" (OCS-A) which helps support young girls and women in their choices
These projects aim to improve the empowerment of populations, particularly young people and women, in the Oyapock basin (border area French Guiana-Brazil) in the exercise of their sexual and reproductive rights and health.
This job profile aims to support the structuring and skills development of the DPAC association as a whole.
Assignment
The Administrative and Financial Manager's main responsibility will be to ensure the overall management of the association's administrative, financial, logistical, and human resources functions. They will guarantee the reliability of management data, the proper allocation of resources, and the smooth operation of internal tools and procedures.
He/She also contributes to the strategic dynamics of the structure. Under the responsibility of the coordinator and in direct contact with the board of directors, he/she participates in decision-making and arbitration and supports the structuring and evolution of the organization.
The Administrative and Financial Manager will benefit from technical support:
- Members of the French association IDsanté, which provides overall coordination of the OCS A and OCS E projects, including financial and administrative aspects
- Consultants (first phase including accounting, organizational, communication and legal assessments; second phase currently being prepared)
Main activities
- Management & Strategy
- Contribute to the definition and implementation of the association's financial strategy
- Supporting the structuring and organization of the association in a complex financial context
- Finance & Management
- Oversee overall financial management (budgets, cash flow, monitoring)
- Supervise accounting and closing procedures (with the support of a consultant)
- Supervise and monitor the financial aspects of programs and ensure that funding complies with donor regulations and the association's principles of good governance.
- Create and harmonize, in collaboration with your team, the tools and processes used
- Produce analyses, dashboards and indicators to support decision-making
- HR & Management
- Manage HR policy and processes (recruitment, integration, skills development)
- Manage and support the administrative, financial and HR team on a daily basis (2 assistants)
- To guarantee a structured and high-quality working environment
- Partnerships & Representation
- Represent the association to technical and financial partners
- Maintaining contact with key stakeholders
- Contribute to the visibility and communication of the organization
- Organization & support
- Structuring and optimizing support functions (finance, HR, administration, IT, facilities management)
- Implement management tools and improve internal procedures
- Supporting the development of skills within the teams on the topics addressed.
- Participate in the life of the organization and in cross-functional projects
Training
- Master's degree (or equivalent) in financial management or Bioforce RRHF training
- Knowledge of landlord procedures is an advantage (support provided by the French partner association)
Experience
- Professional experience in the financial sector is a plus
- Experience in Brazil and/or in associations is a plus
LANGUAGES
- C1 level in French required
- C1/C2 level in Portuguese required
